Fix underfunded indicator on fully-funded categories when moving funds between categories

When a category has a target goal and is fully funded, it should not display as "underfunded" even when I move leftover funds from another category to cover an overspending in a different category that month. The current behavior shows a category as underfunded for its target goal even though the target amount is fully assigned, which is confusing since the category is already funded to meet its goal. This happens when budget adjustments are made mid-month to rebalance between categories. Expected behavior: A fully-funded category (where the assigned amount meets or exceeds the target goal) should not show as underfunded, regardless of how those funds were distributed or moved during the month.
